I have figured it out, it must have been something with steam. I reinstalled everything outside of steam and moved my saved games over and it's working perfectly.

Can anyone please help? Hell I'll even pay for someone to assist me, I just want the enhanced map and enhanced inventory

Right now, I just have the standard inventory and standard map from oblivion. Other than this my Nehrim seems to be working fine.
