I think the armorsmith in Stonefield teaches heavy armor. If you're doing all the starting quests, your paths should cross fairly early on.
I registered because I saw this message and just had to back it up. I had some problems getting Oblivion to run which were all solved by reading the readme.txt file. I backed up my Oblivion.ini so it made a new file, went into the game, and set options from there instead of the launcher.... and ...
