Did you activate the NehrimEnglish.esp in the launcher?

Maybe you are installing Nehrim in the Oblivion folder?
Nehrim creates it's own folder, don't install it in the Oblivion folder

Well this issue has already been reported...
I am playing with the german version, and in the German version the gates open at 8 AM and they are closing at 8 PM
Dunno whats wrong with the English version, but maybe the NehrimEnglish.esp made some errors to this gates...
At least you are using tcl so ...

You can't pick any class in Nehrim >.>

It's just a missing translation, but the translation isn't important, it just says that you choose your weapon and that you havet o return to the Sanctum now

Of course you can use Quarl's texture pack, but please note, that there are more Objects in Nehrim than in Oblivion so the Performance will be worse than in Oblivion with Quarl's textures

To answer your Questions:
The German Nehrim does have the Nehrim.esm and the Nehrim.esp, nothing else, the Nehrimenglish.esp is just for the Subtitles ;)
Well for the Translation question: You may translate Nehrim in any language you want ;)

The Gates are opening at 8:00 AM and they are Closing at 8:00 PM
If they aren't opening you will have to use tjhe cheat tcl

This question has been asked already, just copy your Oblivion.exe from your Oblivion folder into your Nehrim folder

Maybe you have forgotten to activate the Nehrim.esm Nehrim.esp and the NehrimEnglish.esp
Just for that open the Nehrim Launcher and activate them

Maybe you forgot to patch Oblivion to the latest version (1.2.0416) before installing Nehrim

Reinstall Oblivion, then patch Oblivion to version 1.2.0416 and then Reinstall Nehrim
After that your bugs will be blown away if my guess is right

Well Nehrim is using some Texture Replacers from Quarl and other stuff, also everything in Nehrim is built by hand and there is a lot more stuff around so it's no wonder you have lower fps.
My tipp: If the framerate drops to 5-15 fps you should open the cheat console with ^ and then type in tll

Maybe you should start Nehrim with the Nehrim launcher (just guessing i don't have steam)
