I don't know how but after I remove my file from the data file and put it back it fixed the problem and the quest updated. Thanks for offering support though.

I don't have any mods on but here is the file, hope it helps.

After I talk to the archmagister I have to talk to Jespar, but after I talk to him he doesn't move and the quest isn't updated.
I know this was also a problem for the shards of order enderal, but there was never a solution. If someone knows how to fix it or has the quest Id for word of the dead ...
