Well i just floated up with tcl a few hours ago and yes i got all the cutsceens still the water never moved up but anyway i'm out of there and that's the main thing.

As the topic says the water in the generator room does not rise at all so i can't get out.

I'm in the room where the key is BUT there's bars all around it so i can't get to it at all.

Don't know if it's cause i took the remorse skull or what.
