my first guess would be to delete the two *.ini from ...\Documents\My Games\Skyrim and restart the game.
(it will create a new one on launch)
that may already do it. (yes, on new install too )

it also might help to

[+] reset the patches

- open the file config.sur in
...Steam\steamapps\common\Skyrim\EnderalLauncher\system\config (with Notepad)
- edit the line sCurrentVersion=x.x.x.x to sCurrentVersion=1.0.0.0 and save
- run the Launcher as admin and reload the patches

otherwise your main download may be corrupted
did you use the torrent? it's usually the safest to prevent that.

you may have to redownload the installation file
