Well since this awesome mod doesnt use dragonborn DLC, I suppose there is no staff enchanter in the game, are there other means to craft staves in the game?
Ive readed that you could do it in enchanting table, however I havent found anything related to staff crafting in enchanting menu nor any staff blueprints.

No staves that I've seen. In Enderal, to craft a weapon, armor, table, etc. first you need a blueprint. Some can be bought, but the best ones must be found. Then, you need the materials. Some items are crafted at a blacksmith's anvil, and some, such as leather items, are crafted at one of those tanning racks. When you have a blueprint and click on an anvil, like in Skyrim it shows you the materials you need and what you already have. Blueprints for better items require a higher level of crafting skill, gained by reading crafting skill books. (It will show in () if a higher than basic crafting level is needed.) HINT: If you plan on crafting anything, you should collect all the bags of small parts that you find as loot, as you will need a lot of them for crafting.

You can upgrade items you craft, but not magic items, so if you craft something, you must upgrade it before enchanting it.
Enchanting is much the same as Skyrim, you must destroy an item to learn an enchantment. Then you can enchant an item using a soul gem (or whatever they call them, same thing). Generally, enchanting seems to be rather wimpy at this time; I've read that even at high enchanting skill levels, your enchantments aren't as high (at least on weapons) as those you can find.
To my best knowledge, there are no craftable staves in the game. You can still find fairly powerful staves on mages in the later part of the game though. As you've correctly stated, Enderal doesn't use the Dragonborn DLC, so maybe they just lack the asset/mechanic for it.
