Edit: I have no problem at all loading your savegame and talking to Jespar.
There could be two problems:
1. You have a ton of mods installed.
2. You have to wait until the evening for Jespar to arrive.

Interesting. I thought it was night ... the stars were showing. & I have only a few mods loaded (below). So I have absolutely no idea.

Ok, found the problem ... I thought it was night, saw quest marker, assumed he was in the wall. I loaded "a matter of time" mod & it's early morning.
