It is currently impossible to improve enchanted items, sorry.

Oh no! Say it isn't so. My whole plan is based on that being somewhere in the higher branches of the skill tree. Damn. Guess I should have looked at all the slots before assuming it would be the same as Skyrim.
You can still improve your weapons and armor first and then enchant them yourself, though the self-made enchantments are nowhere as powerful as those on setitems and other already enchanted stuff.
