I have a character who achieved a hefty bounty while hunting Sly Eye (he left combat and it counted as a murder when I killed him, apparently). I ignored it, and then during the Steel Rail Mine quest, I caught the runner in a town and the Absorb Health enchant on the axe triggered the Witch Bell. I had to kill one of the guards to get away because he wouldn't stop chasing me.
So now I have a bounty I can't afford to pay off, and can't walk into a town to raise cash without being molested by the guards.
In Oblivion, there were thieves guild NPCs who would allow you to pay off your bounty for half the cost and without losing your stolen items. Is there anything comparable in Nehrim? It seems like the Order would know how to brush things under the carpet after a thousand years.

Nope, there is nothing like this in Nehrim. The only way to get rid of your Bounty is pay, jail, or cheating. You will not loose your stolen items when you pay the bounty.
Also, it seems like a bug to me that an Weapon enchantment triggers the witch bell? Are you sure you didnt use any spells?
Btw, you can always surrender to the Guards by just blocking and not attacking (you could in Oblivion, i assume you can as well in Nehrim)

How big is the bounty?
Could always try a bit of sneaky thievery/ hitting all the ruins. Sell everything at the Sanctum not in a town.
Depends how big bounty is though.
Otherwise the only other options are what himmelslicht has made.

I went back and checked. The scripts determine whether or not you've used magic by checking whether the player's magicka has changed. The axe has a 3-second Absorb Magicka that therefore triggers it. Furtsanden, by the way, in case this has already been fixed elsewhere.

You can yield to guards, but they'll automatically try to arrest you again.

Hmm, that seems to be a bug then, i dont think that script was intented to be triggered by a Absorb Magicka spell.

I think the easiest solution would be to just a require a minimum difference of 15 magicka or so, handwaving that any actual spell that costs less is too subtle for the bell to pick up. The problem should be pretty rare anyway, though, since I don't think you run into any other magicka-draining enemies in the Middlerealm.
