I used SQT to reveal the quest stage (MQ24), which revealed 32, and it also appeared to show that I'm indeed lacking one item for this stage of the quest. Is it possible to use setstage to set the quest earlier? I tried variously using setstage to 30, 22, even 0 with no apparent effect. Sorry I'm not too familiar with the console codes, and I made sure to make a quicksave before I tried this so I could revert in case something got messed up. Thanks for any help.
I think you broke the nightmare wine by your auto harvest mod. The plant is supposed to be clickable and when you click it, instead of the normal harvesting procedure, a script activates itself. Now you harvested it and it is not clickable anymore.
I think this is solvable by writing "coc giliad", resting in Giliad for 3 days, and then writing "coc mq24ostianpalast" to return to the palace. The plant should respawn this way. Don't auto-harvest it next time.
As for the guards, it is "GetLOS player" that determines whether they find you. If they see you (GetLOS == 1), you have 2.5 seconds to run into hiding (GetLOS == 0), otherwise you lose. Sneaking and invisibility are of no use here.

The thing is, our GetLOS is pretty much deterministic (the guards don't quite change their view direction), while sneak mechanics is chance-based. We are not going to replace a deterministic mechanics by a chance-based one. If there would be a nice way to combine them...
