I'm 16 hours in, and I can't pinpoint exactly when it started, but the first time I noticed it was after finishing the quest where you rescue the village chief's daughter from the cave. If I try to teleport to Arcane Sanctum, Gilead, or Erothin, I get the message "This is not possible at the moment." If I try to teleport to Tirin Abbey, I get the message "You need a teleport rune!" I have 6 teleport runes, so this is not a true statement. I did attempt to use prid commands to get Kim back to me after losing him for a few days, but it just gave me errors and after my attempts he showed back up anyways. Could this have ruined teleporting somehow?

There are some quests where teleporting is blocked. I think the quest you are mentioning, saving the girl (who was picking flowers or mushrooms?) from the cave, if I remember you can't use teleport until you return to town and get the reward from her father. After that you should be able to teleport. If its not that, then some glitch I guess.
