is this always German, or is there an English version available/coming?

The english version was deleted after the hardcore fans of Nehrim asked (with a really huge demand) not to waste time on it since german is already a very international language with millions of people talking it, native and not-native speakers. Also the german audio really gives you an exotic feeling over the usual english audio we always play, and it works even better when the subtitles match the voice acting.

No, no English subs. There is only the fully German version now and the fully English version to be released later this month.

English version (fully voiced) will come in the end of month.

I'm not seeing that in your link. all I see is a discussion of the possibility of the German version with English subs.

If you read further, for now there's a German version with German audio + subs and there will be an English version with English audio + subs.

However, according to Caleb it seems to be fairly easy to add German audio to the English version, so vice versa should be equally possible
Or English subs to the German version and vice versa, not sure what is easier but we'll see when the EV releases.
