I've reached the part where your supposed hand over the shovels to Morten, but he does not accept the shovels and he tells me to stay away from the gate.

Can anybody provide any help?

Can you proceed the quest as outlined in the walkthrough?

No couldn't, I watched a a play-through of the quest under siege and I notice that the guard on the platform with the soap was still on top of the platform.
However, in my session he was on the ground with morten, this must've been the cause of my problem. I reloaded a save and he was back on top of the platform and the quest did not cause any problems that time.
