I can't seem to teleport, I have plenty of teleport runes and have read plenty of info about teleporting in game and have tried teleporting out side of cities in the wilderness but to no avail. What am I doing wrong?

Also: Godmode is breaking the teleport cause it prevents any items to be removed from your inventory.

I switched TGM off and teleport only worked the first time. Anytime I tried after than, it did nothing. Can the mere fact of TGM ever being on during a session cause the teleporting feature to behave unpredictably or not work at all ?
I really wish you had left 'movetoqt' working.

"movetoqt" works when there is a quest target.

Did you have a teleportation stone?
Were you in the middle of a quest (such as Cahbaet Siege or Daromith mines) where the game has good reasons to prevent you from teleportation?
