Is the Ghost rider found in different locations?

I saw him near Treomar, but someone else saw him in the Dark Forest.

He travels to and fro along the main road in the Dark Forest.

Is there more than one ghost rider? I was able to kill one and loot a nice helmet from him.

afaik there is only one ghostrider.
