That's pretty much what I found, too. There are still a few high-level areas that can pose a challenge (unless you abuse certain spells), but not very many - and of course, if you visit them, you'll end up leveling even faster than you would otherwise, making exploring low- and mid-level areas and completing the main quest very easy.
By the time you reach 28 - which you'll do easily if you like to explore a lot - you shouldn't have problems taking on anything in the game.
That said, certain playstyles can make it a bit harder. Part of what makes the game so much easier at higher levels is the very powerful spells you can cast. At level 28, for instance, you gain access to Blessing V - a spell that heals over 4 seconds, can fully heal most characters with 2 castings when unfatigued*, and requires only 50 points in Restoration, if that (I already had a Restoration skill in the low 50s when I reached it, so I'm not sure). If you shun using magic you'll have a much harder time. It'll be even harder if you avoid alchemy as well, since it can replicate and sometimes even exceed the effects of high-level spells.
* And fatigue will never be a problem after completing a minor and hard-to-miss quest that gives you a constant-effect Restore Endurance (the yellow bar Endurance, not the attribute Endurance).
