Since my character went to the Star People city I have been unable to teleport. I have the required runes and teleport spells. The spell is cast as it is supposed to, but a message comes up saying "This cannot be done right now" or words to that effect. Any fixes cause I'm 99% sure I should be able to teleport at this point and it's doing my nut in walking all over the place.

I think it is so you go to Cahbaet first and complete that part of the MQ before being able to teleport again.

Might be a problem with that. I actually sequence-broke by accident by finding the back route into the city before I went to the Star People's city. So I've already completed the siege quest.

That's a good 20+ hours of playing. The problem didn't emerge until after the Star City quest so I was playing for a while before that.

"set teleportdisabled to 0" or "set disableteleport to 0"... it must be one of these two.
