Is there a fix for the massive stuttering going on when I'm running around the map? Is this an Oblivion engine bug?

Could be a few things.

First have most upto date drivers.

Here is a link to Oblivion tweaking, bottom of page find section on stuttering. http://www.uesp.net/wiki/Oblivion:Tweaking

If these do not help try preloading memory through Nehrim launcher and testing out the other settings.
