I didn't try to cheat, I just wanted to explore the entire game perimeter before pursuing the main quest. I was riding my Shadow of Transcience mount in the water (floating above the mount as happens when I enter the water) when I went up in the air a bit before landing back down. I went to the nearest shore. I was able to follow the route shown before this message popped up. IDK if this has been posted before. Feel free to delete it if it isn't a useful post.

this is known, but there is no 100% access protection for open land areas
load an old savegame before you enter the area
(the waterfront area between Powdercliff and Thalgard is only accessible with the right quest without bugs)
