I'll explain with an example what "Improved performance in X area up to N fps" is suppossed to mean.
Area X = Southquarter
N= 20 fps
Imagine that you get maximum 35 fps on maximum settings in the Southquarter before the patch. With the recent patch you might get between 35 and 35+N fps in that area.
However, that depends on multiple things, for example exact position of the player, point of view, field of view, graphic settings, what you are currently doing etc. That's why it says "up to N fps", because I can't define it for every combination of the beforementioned factors. I hope that clears that up.
