I entered the tavern and he is still following me, I have no idea how to make him stay.

Sorry, I am not familiar with Arktwend per se, but according to the German Wiki, you have to give him the teeth of the beast? If I understood the quest you are on correctly.

That was after I gave him the teeth and he gave me the axe. I ran very far away from him thanks to great speed and acrobatics and when I later came back to the inn, he didn't follow me again. However I now have troubles finding the traitor camp.
