When I create the Navigator Talisman I receive the experience points, it removes the captured soul, and it says the talisman is added to the inventory but when I go to find it in my inventory it is missing. I meet all the criteria (Enchant base 90 - with equipment 95, Memory tree maxed) and I have all of the materials. I have only captured and created 9 other talismans. Is it unavailable to me for some reason? Or is this a bug? I am playing without any mods.

That should be fixed with patch 1.5.3.0

The reason is probably your save so take the console command.
