Order Blacksmith's vendor inventory does not open after joining the Order - he is located, as well as his smelter, forge, workbench and grindstone, at the edge of the Barracks Quarter in Ark.

honestly, I'm not even sure if he's supposed to trade with you,
or if only "higher ranks" can trade with him

(and his lines are only flavour text)

I opened a ticket in the bugtracker about it

Well he does say the "take a look" bit, so I suppose it is for the trading window
