The Father does his speech and then appears behind me - he stays up top as well so is in two places - he just stands behind me and does nothing no matter how long I wait - and I cannot interact/move/do anything. Tried coming at it from different loads and same bug repeating - can't progress.

could you upload a savegame?
found in ...\Documents\My Games\Skyrim\Saves, we'll need the skse and the ess of a manual (no quick- or auto-) save
pack them to a rar or zip archive and attach them to a post here

EDIT: my mistake, of course it has to be in \Enderal\Saves, not \Skyrim\Saves, sorry.

Hmmm Documents>MyGames>Skyrim only gives me Logs and SKSE, neither has any mention of saves.

The father appears above and talks, then a projection of him appears below and instructs the people, Then short speech with Tharael and the third in the covenant, then short break and when you stand close to Tharael, he says you go ahead

You may have been in the wrong position, run 2-3 steps left or right if necessary during an unwanted break (this works orginal almost automatically).
