I launched Enderal and then the world looked like this

that looks like a corrupted download :/
reload the main installation package (8gb), preferably via torrent.
then reinstall (as admin).

other users that had this problem also tried to install skse separately. it's included.
I don't think that this would lead to those texture issues, but you never know


(you could delete the two *.ini from ...\Documents\My Games\Skyrim and restart the game
(it will create a new one on launch), but that probably won't help )
