I have a problem.

I tried Reddit beforehand, so I wouldn't bother anyone with a trivial question, but I can't find answer to this.

Why is Jespar missing his hands? Every cosmetic mod I have shouldn't interfere with him at all.

"shouldn't interfere" is a really bad base for bugsmashing in Enderal, or Skyrim in general
deactivate all of them, then check again.
(even if it seems pointless to you, we need to rule out the possibility)

if the problem persists, upload a savegame (...\Documents\My Games\Skyrim\Saves),
we'll need the skse and the ess of a manual (no quick- or auto-) save,
pack them to a rar or zip archive and attach them to a post here
