What have I done wrong?

It's hard to search for this issue because it's hard to describe, so sorry if there's already answers out there I could not find.

At first check your Skyrim.ini (as stuemper said).

In this thread there are discribed two possible problems (ENB or ini file).

I forgot I did try ENB last time I messed with Skyrim, but I forgot about it. Deleting the d3d9.dll solved the problem!
