Just updated to Version 1.1.7.0.

I got the letter that starts Every Day Like The Last, Part II, where I meet Jespar in the tower.

He talks to me and he tells me he changed his mind and we should go to the top of the tower. He leans off the wall of the tower and just stops.

I have read people having problems with him stopping later at the tower top, but for me he does not even go up the stairs. I have tried the following (in various combinations):
With Him marked and using the console.
ResetAI
Disable
Enable (after that he say "There we are. Wait a second" but still does nothing else)
set timescale to 10

I have tried t reload many previous saves.
I have tried to stand around for the 10 minutes
I have tried to meditate and go back.
Go to the top of the tower and do last two things also at the top of the tower.

I'm truly stuck with this. So please help me continue this truly epic game mod .....

Maybe moving him to the top solves the problem.
