Regarding side quests there are many to do, including the "wanted" quests. You have to talk to different people. Regarding random exploring, there are many, many interesting places to explore, and you don't have to worry about breaking quests (unless you enter some place you're locked or blocked from by using console commands).

You really have to talk to everyone to find all the quests. Unlike in Skyrim, where anyone with an actual name (first and last) was likely either involved in a quest or would give you one, in Enderal there are tons of NPCs with full names who will just grunt at you or insult you, but offer no quests. So you can't use that as a guide. Talk to everyone when you first see them. Some quests are only given after entering peoples homes. So if the doors not locked, go in every house.
