There's an arrow pointing to a spot on the floor, but nothing to interact with there. There is supposed to be a door to the right to the Botanical section, but.........A hint please......

I scoured the room all along the walls, but that was a really tiny hit box. Arrggghh.......!

I've noticed a lot of the arrows aren't on the exact spot of things, they just kinda get you to the right area, then you gotta find stuff on your own. I don't know if that's a bug, or by design, but I'm ok with it, Skyrim does hold your hand a bit too much imo.

I have been scouring this room and specifically under this damn head for about an hour and there is no lever, no hitbox, no nothing. Is my game bugged?

The only Youtube walkthrough I see of this part shows the player only pulling the wall chain to proceed, but pulling the chain does nothing for me.
