Talked to Tiwon in Screw, Hats, Odds & Ends, and he was more than happy to tell me about his guild and his talent with Starling technology, but he didn't offer me a quest. Is there some kind of prerequisite to this one? I am well along in the game. Level 56, and at Forgotten Homeland Part 1 in the main quest.

I caught him when he was walking around Market Plaza or Foreign Quarter. That's how got it to start for me at least.

Not much but hope it helps. Fun quest & some cool stuff (but probably not at L-56 unless his reward items are leveled.)

EDIT: Tried waiting most of the day, but he never came out of the building. I started to feel like a stalker. . Its one of the few side quest I haven't done, so will try again later.

It has been a while since I've done that, but if I remember, you have to explore all the dialog options, I think ask about his business or something like that. It takes a bit of chit chat.
