With my second playthrough now I am still getting an issue whenever I use a teleport scroll to any city, I get there and I cannot walk forward. Instead I walk lopsided to the left and right and can walk through buildings and walls (almost as if I were using the "tcl" console command). I can fix it by entering a building or re-zoning but its just weird that it continues happening. Anyone else have this issue?

Happened to me, too, but only a few times. I wasn't able to reproduce this effect, it seems completly random, so I can't say what causes it. Simple F5/F9 helps as well, so no big issue.
