So I've sunken in about 30 hours now and absolutely loving it but I'm very curious about something, so far I've explored pretty much every inch of the Suncoast, Heartland, Ark, Undercity (such a maze, I might be missing a few spots) Farmers coast, Fogville and dipped into other areas.
But I've only found (not counting the main quest) maybe roughly 10/15 quests(lines) so far, 2 in Riverville and the rest in Ark, oh 1 in the Undercity. Especially really digging into all the farms at Farmers coast not finding a single npc with a quest here suprised me.
I can't tell if I'm missing something, if there are really not that many quests around or of maybe I need Rhetoric skill to get npc's to even speak to me?

I don't know of any quests that can only be unlocked by a high rhetoric skill. Some areas like the Undercity or Farmer's Coast have little to offer in terms of sidequest. One of SureAIs team said they had to cut back content that was not strictly necessary for the game because of limited resources. So there aren't many sidequest in general.
Maybe the wiki list of sidequests can help you, though it is still WIP.

Although my to do list is not overwhelmed like Skyrim I always have something to do on the side. Are you talking to random NPCs when out exploring or chatting up everyone in the taverns?
Once out in the middle of no where at the end of a trail I stumbled on 3 traders that told me of an enchanted well.
Every town I have visited while on a game quest has given me side quests when I talk with folks.
Don't wait for the game to tell you to go talk to folks. There is a lot less hand holding in this game. Good Luck on the path and walk blessed.

I do try to talk to everybody I meet, I thought I talked to everybody at the Farmer's Coast mmh

Don't fret over the lack of side quests. If you think about it, what does the typical side quest do -- tell you to go find something or go kill something. You can do that just exploring, as there are many dozens of interesting ruins, mines, etc. which have a "boss" at the end and good loot. The only difference is no story line to go with them.

Also, have you done all the "wanted" bounty hunter quests, there are about 10 of them.

It's not that I mind, it's just that I was starting to wonder if I was doing something wrong, especially after Farmer's Coast then I decided to ask here.

I guess other games (like o.a. TES) did condition me to pick up a buttload of fetch/kill quests in every abandoned shack you come across :P

I know what you mean, plus sometimes in Skyrim you get unwanted quests that require you to be a murdering, devil-worshiping maniac to complete them, and no way to delete them from your journal.

With Enderal, there may not be so many quests, but many of the quests are quite long, taking you through lengthy dungeons. I think it took me 2 days just to completely explore Agnod. Also, many of Enderal quests have several parts, each of which could almost be its own separate quest. I can't say that I miss going out to pickpocket 20 different people to become the head of the thieves guild.
