I completed part 1 of this quest, but I can't figure out how to trigger part two of this quest. Am I supposed to progress a certain amount in the main quest first, and am I supposed to find him or will he find me on his own sometime afterwards?

It will start automatically at some point during the mainquest when a delivery boy arrives.

Hey, I'm actually having trouble with part II of this quest.

While talking to Jespar on the Watchtower, I got to the point in the conversation where he's talking about Lysia. (I think that's her name)

After the sentence "Well, she started to expect more from our partnership" he just stops talking and I regain the ability to move my character around, and when I go up to him to interact it just says 'This person is busy' so I can't progress any further.

Is this a known bug?

Try to click on him with open console and type in: Still broken? Fill out a ticket in the bugtracker.

This fixed it, seems he wanted to walk to the other side of the watchtower to begin the next part of the conversation!
