I launch it as an Admin. Nothing pops up if I use the En launcher, although it did create a copy in the Skyrim folder. Neither that or the original Launcher will run. Occasionally I get a log in Processlasso, that Enderal Launcher.exe started, but it closes out in less than a second. Nothing ever pops up on screen. First time I tried the German installer, I got the readme page popup and that was it. That was also the only time that the readme page showed up. The German launcher will create the files in the Skyrim folder, but the English launcher will not.

Windows 10 64bit (launchers are all 32)
UAC is off
Steam directory has read/write permissions
No anti-virus is installed

But the fixes are no help. I've had Steam installed from the beginning, with a Steam copy of Skyrim. .NET Framework is apparently 4.6.1

Check if yout firewall / anti-virus program prevent the start of the game launcher.
Test it with the newest launcher!
Upload me your LauncherLog (if the launcher creates it):
