The Focus and Tempest talents are listed as having Recharge times of 15 and 6 seconds, respectively, allowing for endless spam. Shadow of the Wind has a Recharge time of 60 seconds however. Also, if I select, for example, Focus while Shadow of the Wind is on cooldown, and then change back to Shadow of the Wind, its cooldown time will be at maximum, as if I had just used it again.
