I'm guessing I need to figure out how to change the Installation status to "True"?

The best would be to attach the whole log. Your private stuff should be masked automatically.

maybe that's somehow interfering?

Ok, unfortunately not even the exception handler knows whats wrong with your connection. It's the error code for an unknown exception.

So no real solution on the launcher side. But you tried so hard, you can download the patches also manually:

4. http://dl1.sureai.net/files/pro/enderal ... eralUpdate_[1.1.8.6][M][1]_EN.zip

Notice: you have to unpack them into your Skyrim root ../Skyrim/ unpack them in the right order. Should work then.

sorry to necro this post but ever since I put in those CMD commands my steam-based servers on mutliplayer games dont work. I can't connect to any and they don't even show up.

Is this a coincidence that it happened around the same time as doing those commands or could they be related?
