I honestly don't know how the calculation is made but I'm pretty sure it adds up one way or another because spells definitely cost less to cast when you have the perks + focus, skill points are less important though. It can be frustrating but it makes sense, if you want to be an efficient mage the one and only way to do it is to heavily invest in the corresponding perk trees, no OP character à la Skyrim here and you can't rely on crafting to break the game, I love how they've tightened the hole thing. There is probably some balancing to do here and there (crafting essentially) but overall it's well done.
