Ja, so ist Oblivion. Die Dungeons sind nur Weltenfüller.
Hin und wieder gibts dann auch mall nen Quest, aber ansonsten...

Viele Quests bekommst du in den Städten, besonders in den Gilden (Magier-/Kämpfergilde).
