for me , i am searching for the missing turnwheel to open the floodgate in the sewers.i have come accross a moveable bridge (using the wheel there activates it) , but it moves back very fast.am i supposed to be able to turn the wheel , then jump on the bridge and jump to the other side before it moves back?

No, i think you simply forgot something.

You have to remove a "gate" in the water before turning the bridge, else itll bumb against the closed door and reset.
