It says to: Ask Jasper about his future plans. Ok, except I have no idea where he is at and he doesn't get a quest marker when I make that quest the active one. Since I am on the subject of companions, Is there a place in game(menu option, console command, etc..) that tells you how much they like you or not?

I am where you get the documents from the advisor guy, I dont remember his name. I do know that if I get the documents that I fail the Jasper quest so I have not accepted the documents yet. Thanks for the reminder about the boat ride with the fisherman women, I remember that, but I went on a exploration tangent after that for 3-4 days and I have no idea where she took Jasper and I.

I don't know if she is still there, but she took you to the docks inside Duneville.

Like I said: The Quest is only available on the boat trip. Jespar despawns as soon as you dock in Duneville.
