Do you have to finish one town's wanted before you can start another towns? can you have 2 active wanted quests for different towns? I have an active quest for Gilead and when I click on the wanted board in other towns nothing happens.

There aren't actually separate bounty boards for each town. You get the same set of bounties and rewards no matter which board you use, and can freely move between them (e.g., picking up a reward in one town for a bounty that you started in another).
