u can't gain any by waiting to level.

look at the skills that are related to an attribute. if you think you are about to level (xp wise) then use the skills realted to the attributes you want to bump. for example, do armor repair and sneak gaining five levels in each before levelling will let you take endurance at plus 5 and agility at plus five.

some are harder to do...in regular oblvion I summoned a weak skeleton, and then blocked blocked blocked him after attacking him to level my block. and then got a pluys 5 bump on endurance.

with skills that do damage you have to damage an enemy with the skilll to up it....so you can't just run out and level those in a corner like alchemy.

try to save up all your ingredients and then make a ton of potions at once so that when you level your intelligence gets a big bump

I find that stealing books is a great way to make money early on in the game since it's a no risk operation and it also doubles up by giving you the wisdom skill obtained from reading 100 books which increases intelligence.

Mercantile/sneak instructors will take stolen goods in my experience.

No need to read 100 different books. Just read the same book 100 times.
