No bug. The cause is the arcanist's fever.
From 70% Mana does not regenerate anymore (from 40% your susceptibility to magic grows. At 100% you will die).
So you have to lower your fever.
You need Ambrosia or you can activate a perk (Thaumaturge tree) with which it can be lowered about 15% once a day.
