NPC dialogue

I notice that very few NPC's have much to say to me, I usually get something like "I don't want to talk to someone like you, no offense"..or something of that sort.

Is this an intended part of the design, or are there NPC's eventually that you can have simple conversations with, outside of quest related stuff?
