Where to buy horses?

I can't find where to buy horses, please give me a detailed description of the place where to buy them.

If there are different tiers of horses, I have 17k gold to spend, so please give me the best horse for my money. Thanks

If I remember right, there's a woman selling ponies/horses in Stonefield, and a guy selling donkeys and pack donkeys in Giliad. 500 for donkeys, few thousands for horses (or were they ponies?)

He sells pack donkeys? I just met that guy and he only had a regular donkey.
