Mod Load Order - Launcher Bug...?

Though the launcher shows the mod orders as changed, opening the Nehrim-enabled toolset shows that this is visual only. Any mods loaded before NehrimEnglish (even though the Launcher says they're loaded after) do not load at all, and have to be remade completely as a new file so as to have a later 'last modifed' date and load after everything else.

This didn't appear to happen previously to me updated to the latest patch, perhaps a bug snuck in somewhere?
