About modding perk tree

Can someone explain how activators from "perk tree" add shouts to player? I found script _00e_class_perkscript and Shout Property __Config_TalentToTeach but still cant understand how game know which shout to add.

What exactly do you have planned or what do you want to realize?
There are significant differences in the skill tree and also in the "calls / talents", as there are no dragon souls in Enderal, for example.
Unfortunately I can't give you a quick answer myself (I'm not a scripter), but if you can't find answers on other modding sites or ConstuktionSet,
