Song in the Silence never started

The quest "Song in the Silence" never started for me and I have completed the other two Blackstone quests. I even did some side quests and slept some to see if it was a time thing but no avail. I've seen a few fixes to use "startquest" or "setstage" (or something like that) to force the console but I've either doing it wrong or they just don't work for my game. I admit I've given myself some items and xp to make the game easier but other than that I haven't messed with the game. It should be running as administrator as well. No mods. Please help, I've uploaded a save file as I've seen that requested in other posts. Thanks in advance for your time.
